John Fox, President:I moved to Westerlee in July 2016 with my partner and our miniature schnauzer, Luna.  We moved here from Denver, Colorado where we both lived for nearly 20 years.  Originally from Hyattsville, MD, I return​ed​ to be closer to family and ​work at UMBC.  I have a Ph.D. in Higher Education Leadership and am focused on how community positively impacts the student experience & academic performance.  I believe positive community similarly impacts the experience of living in a community like Westerlee.  I enjoy spinning classes, working in the yard, and ​community involvement​

Wanda Richardson, Vice-President: For the past four years I have lived in the Westerlee community at 2025 Cedar Circle Drive with my husband and twelve year old daughter Candace. I am a licensed graduate social worker by profession and currently work for the Maryland Department of Health and Mental Hygiene. I am also an active member of the ALPHA KAPPA ALPHA Sorority Inc, in which I volunteer my time providing social services to others. As Vice President of the Westerlee Board of Directors I bring listening and decision-making skills that I believe will be in the best interest of the community.

Fred Hickok, Secretary: I grew up in Tarrytown, New York, and attended Sleepy Hollow High School. At Princeton I majored in astrophysics and played attack on the lacrosse team. I earned a Master’s degree in astronomy at the University of Toronto, where I met my wife, Helen, who is from Barbados. I started teaching and directing the planetarium at Catonsville Community College in 1970. I completed a Master’s degree in the history and philosophy of science at the University of Maryland at College Park and have been on the board of the Benjamin Banneker Historical Park and Museum for 20 years. Helen and I moved here in 2006 from a small horse farm 6 miles away in Windsor Mill. We have 4 sons, all of whom play lacrosse and do scuba diving. We often go ballroom dancing

Klaus Philipsen, Past President: I came to the US from Germany in 1986, and am president of ArchPlan Inc., an architecture firm in downtown Baltimore. I moved to Westerlee from Laurel, MD in 1991 and am married to Nayna Philipsen, a retired educator.

Jacquiline Johnson, (nee: Shields)  Board Member: I grew up in Baltimore City and migrated to Baltimore County when I purchased my first home in Towson, Maryland in 1998. I have been a resident of Westerlee since June of 1996. I moved here with my late husband, John Johnson. I am a member of Alpha Kappa Alpha Sorority, Inc. I love dogs. I currently work as a United States Probation Officer and will happily retire in 2021. I am actively involved in my church, The Central Church of Christ. I love people, planning events, and social activities.

Pam Jarrell, Board Member: I moved to Baltimore, from Philly, in 1982 to attend the Maryland Institute, College of Art, where I received my BFA in Graphic Design and worked as a designer for local ad agencies. I decided that I wanted to work with people more than paper and moved to Massachusetts to get my Master’s Degree from Springfield College in Recreation Management. I worked for the YMCA and lived in a few different places but Baltimore always called me back. In 1996, I started with Baltimore County Parks & Rec and was privileged to be the Manager of Oregon Ridge Park, Beach & Conference Center for 19 years. I now have my own business called “Pam Gets it Done!” working as a freelance organizer and personal assistant, helping people get things accomplished. I have been living in Westerlee, with my husband Dan, since the spring of 2005. We really love this neighborhood, the people and convenience to everywhere. John D. HerronBoard Member: Barbara and I just move to Westerlee from Columbia, MD where we lived for 26 years. We have five adult children and three grandchildren. I am from Baltimore and graduated from Loyola in ’69 and ’99 (MBA). I am a psychiatric social worker (MSW ’75) whose primary focus has been on the treatment and study of schizophrenia. I was on the faculty of the Medical School at UMB and worked at Spring Grove at the Md Psych Res Center. I developed a social enterprise in Baltimore employing individuals recovering from mental illness and/or substance abuse called Harbor City Services. After 25 yrs, I merged it with another company. In the last 20 years, I have become a transitional executive helping companies plan their future. I have managed 7 mergers of nonprofits in Maryland. I was on the Chinquapin Park neighborhood board in Baltimore (’72 to ’83 and on the Columbia Housing Corp in Columbia (’95 to ’98). I am currently on the foundation board of the MECU in Baltimore. I like to sail and to swim-does anyone need crew?
